The makeup of the General Assembly is going to look quite a bit different in 2025 due to a number of impending legislative retirements, as well as some resignations that have already occurred. Some longtime lawmakers are bringing their careers in public service to an end, while others have their sights set on higher office and grander ambitions. Below, City & State is tracking all the retirements, resignations and impending departures in the General Assembly during a major election year in the commonwealth. 

Impending departures in the Pennsylvania General Assembly

The Pennsylvania House of Representatives

Jan. 26, 2024 – GOP state Rep. Barry Jozwiak, who represents part of Berks County in the 5th House District, announces he will retire from the state House at the end of his term.

Jan. 23, 2024 – Republican state Rep. Joe Adams says he won’t seek another term in the 139th House District. 

Jan. 23, 2024 – Democratic state Rep. Stephen Kinsey announces in a press release that he won’t run for reelection in the 201st House District. 

Jan. 16, 2024 – Republican state Rep. Aaron Kaufer says in a press release that he won’t seek another term in the 120th House District. 

Jan. 11, 2024 – Democratic state Rep. Nick Pisciottano announces he’s seeking the Democratic nomination in the 45th Senate District. He later endorsed John Inglis to run for the 38th House District seat, which Pisciottano currently holds. 

Jan. 11, 2024 – Republican state Rep. Dawn Keefer told ABC 27 that she’ll run for state Senate in the 31st Senate District, and won’t seek reelection to her 92nd House District seat. 

Dec. 21, 2023 – GOP state Rep. Donna Oberlander announced she won’t run for reelection in the 63rd House District. 

Dec. 11, 2023 – Republican state Rep. George Dunbar, the chair of the House Republican Caucus, said in a press release that he won’t seek an eighth term. 

Nov. 9, 2023 – Republican state Rep. Jim Marshall said in a press release that he won’t run for reelection in the 14th House District. 

Oct. 22, 2023 – Democratic state Rep. Mark Rozzi launched a campaign for auditor general, and tells ABC 27 that he will not seek reelection to the 126th House District.

Oct. 19, 2023 – Democratic state Rep. Patty Kim announced a run for state Senate in the 15th Senate District and said that she would not seek reelection to the 103rd House District.

Aug. 24, 2023 – The Echo Pilot reported that Republican state Rep. Paul Schemel will not run for reelection in the 90th House District. 

Aug. 16, 2023 – Spotlight PA reported that Republican state Rep. Rob Mercuri will not seek reelection to the state’s 28th House District as he seeks the GOP nomination for Congress in the 17th Congressional District. 

July 26, 2023 – Republican state Rep. Ryan Mackenzie announced he is running for Congress in the state’s 7th Congressional District, and said he will not be seeking reelection to the state House. 


The Pennsylvania Senate

Jan. 11, 2024 – Democratic state Sen. Jim Brewster says in a press release that he will retire at the end of his term rather than seek reelection to the 45th Senate District. 

Jan. 2, 2024 – Republican state Sen. Mike Regan says in a letter that he won’t seek reelection in the 31st Senate District. 

Dec. 8, 2023 – Republican state Sen. John DiSanto announces that he won’t run for reelection in the 15th Senate District. 


Resignations in the 2023-24 session

Dec. 14, 2023 – Democratic state Rep. John Galloway resigns to take office as a district judge in Falls Township. 

July 19, 2023 – Democratic state Rep. Sara Innamorato resigns from the 21st House District to focus on the race for Allegheny County Executive, which she would go on to win on Nov. 7. 

March 8, 2023 – Democratic state Rep. Mike Zabel resigns from the 163rd House District amid sexual harassment allegations.

Feb. 28, 2023 – Then-state Rep. Lynda Schlegel Culver resigns from her 108th House District seat to be sworn in as a state senator in the state’s 27th Senate District, per a House journal.
