More than 200 people gathered at the Hilton Harrisburg on Thursday to take part in the 2025 City & State PA Healthcare Summit, where, in addition to a no-holds-barred keynote by Pennsylvania Secretary of Human Services Dr. Val Arkoosh and a detailed presentation updating the state’s healthcare marketplace by Pennie Executive Director Devon Trolley, two panels convened. 

The first, focusing on the best practices to address challenges facing and relating to the commonwealth’s healthcare workforce, was moderated by Dr. Linda Thomas-Hemak, the president and CEO of The Wright Center for Community Health, and featured panelists state Rep. Tarik Khan, Chair, Subcommittee on Emerging Policies for Working People; Allegheny County Public Health Director Dr. Iulia Vann; state Rep. Dan Frankel, Chair, Health Committee; Hospital and Healthsystem Association of Pennsylvania President and CEO Nicole Stallings; UPMC’s Center for Social Impact Senior Director Dan LaVallee; and Pennsylvania Health Care Association President and CEO Zach Shamberg.

The second panel of the day, which explored the state of innovations in health care, was moderated by City & State PA Managing Editor Justin Sweitzer, and featured panelists state Sen. Elder Vogel, Vice Chair, Appropriations Committee; state Rep. Arvind Venkat, Member, Health Committee; Astrata CEO and President Rebecca Jacobson; and state Sen. Sharif Street, Democratic Chair, Banking and Insurance Committee.
